Born in Providence, RI, he was the son of the late Charles Wilkins Sr. and Marion (Mathews) WIlkins.

Funeral 11am Thursday, December 17th, in Bright Funeral Home, 290 Public Street, Providence; viewing begins at 10am. Burial will be in Oakland Cemetery, Cranston.
